"A bunfight between foreign airlines such as Emirates and regional carriers is brewing over charges for air-traffic control services and firefighting at airports across the country for the next five years.

But the Regional Aviation Association of Australia, whose members include listed airline Regional Express, said it was "strongly opposed to location-specific charging".

"Considering these costs are passed through to the passenger, it appears that regional aviation is being discriminated against in favour of their city counterpart," the association's chief executive, Paul Tyrrell, said in a submission to Airservices on new charges."
